Chaos erupted today when political parties gathered to sign the elections code of conduct. Thirteen out of the 15 political parties registered to participate in the upcoming election refused to sign the code of conduct, arguing that they were not consulted in its drafting and finalisation. Only SWAPO and the National Democratic Party (NDP) signed.
