Negotiators failed to reach agreement on most of the guidelines contained in the Paris Agreement when they met at this year’s just-ended the UN Framework Convention on Climate Change (COP 25) in Madrid Spain. Environment and Tourism Minister, Pohamba Shifeta revealed this while updating the nation on the conference’s outcome.
