Two National Council parliamentarians say the Government should come up with clear long-term plans to alleviate poverty. Phillipus Katamelo and Cletius Sipapela said most development plans fail due to lack of proper strategies. Katamelo, the Gobabis Constituency Councillor, said current plans and synergies do not create wealth for the previously disadvantaged. He said strategies former colonisers used generated wealth that the current generation of white Namibians still enjoy, while blacks live in abject poverty. He said wealth-creation will help Namibia achieve real development and end poverty. Linyanti Constituency Councillor, Sipapela, said the retirement age should be brought down to 55 years, to provide opportunities for thousands of unemployed graduates. The two MPs stressed that even with a good budget, it will be meaningless without proper plans and strategies. They were contributing to the debate on the National Budget in the National Council on Tuesday. Namibia has three major long-term development programmes: the Fifth National Development Plan, Harambee Prosperity Plan and Vision 2030.
