The Harambee Prosperity Plan should not be seen as a substitute for the National Development Plans and Vision 2030, but should rather be seen as a short term intervention to accelerate Vision 2030 objectives. This was the message by Dr Nicky Iyambo addressing the regional council of the Kavango East Region.
