The Works and Transport Ministry Permanent Secretary says the tendering on the construction of the second Prime Minister’s Office building was fair. Willem Goeiemann made the remark at a media conference in Windhoek on Tuesday. The Permanent Secretary was responding to accusations by DTA President McHenry Venaani last week that the process involved favouritism. Venaani claimed that the company recommended for the project to the Tender Board was not the one, which the Ministerial Committee had recommended to Goeieman. The permanent secretary had confirmed recommending a different company, saying the committee’s recommendation formed part of the advisory body. Goeieman said he based his final recommendation on the advice of a consultant and the judgements of the Technical and Ministerial Committees. He stated that as the ministry’s Accounting Officer, he had made the final decision to the Tender Board based on his evaluation, as mandated by the ministry. Goeieman said the process was crucial as many factors were considered as requirements necessary to support the tender document, which does not rely on who the lowest bidder was.
