National Council Parliamentarians are divided on the distribution of condoms to male inmates to combat the spread of the HIV virus in prisons. Health and Social Services Minister Barhard Haufiku wants amendment to the Combating of Immoral Practices Act 21 of 1980 to allow for the distribution of condoms to the male prisons to combat the spread of HIV amongst male inmates.
