The grouping of regions into zones during the countrywide lockdown was based on their proximity, inter-dependence and road network connectivity. This was explained by Deputy-Minister of Home Affairs, Immigration, Safety and Security, Daniel Kashikola during discussions at COVID-19 Communication Centre.
