The Electoral Commission of Namibia (ECN) will use ballot papers for the upcoming Opuwo Rural and Otjiwarongo Constituency by-elections, as opposed to Electronic Voting Machines. The decision was taken after a meeting between the ECN, political parties and other stakeholders.
