A group of low-income earners, who secured two plots from the City of Windhoek, are accusing a property developer of stealing their land. The group known as-Heavens Ark Housing Project, acquired the land, measuring nine hectares in Otjomuise on which they planned to build low-cost houses for its members, 13 years ago.
