Lack of reliable communication infrastructure in rural areas is hampering information and communication technology (ICT) service delivery in some parts of Namibia. Omundaungilo constituency in the Ohangwena region is one of the areas faced with serious reception challenges for radio, television and mobile communication. Although there is a network tower in the area, it only provides a mobile communication network signal within a radius of one kilometre from the settlement. Consituency Administrative Officer Reinhold Natangwe is one of the many inhabitants of the constituency who are not happy with the poor network signal, which makes it difficult to reach even the nearest village. Natangwe says NBC television and radio reception are non-existent in most of the villages in the constituency. The community only receives NBC TV from the Multi-choice DSTV decoders limited to satellite television subscribers. According to Vartinus Johannes, Head of Department at Okahenge Combined School, it is very difficult to use ICT at schools when television and radio reception are non-existent. Newspapers are also hard to find in the village as they arrive very late, sometimes even a week later.
