The Southern African Broadcasting Association (SABA) acknowledges that African broadcasters operate on low budgets, and may therefore find it difficult to commit to being part of the envisaged SADC TV Channel. SABA Secretary-General Cecil Nguvauva revealed this as members of regional broadcasters concluded a three-day workshop in Windhoek.
