The Ministry of Health and Social Services announced procedures to manage trucks delivering goods in Namibia. This follows a consultative meeting between the ministers responsible for customs, immigration, trade and public health that took place on 29 March. The immigration and customs officials will carry out enhanced and thorough immigration functions as per prescribed standard practice. Truck drivers are expected to provide information to the public health official on the final destination. This information will then be communicated to the counterparts in the regions of final destination by public health officials to facilitate enforcement of quarantine measures. Once all the procedures have been followed, truck drivers receive certificates of clearance by the immigration officials before proceeding to the final destination, which they present to the law enforcement officers at the checkpoints of the lockdown region. Upon arrival the public health official is informed and arrive at the destination point, where the truck owner arranges for quarantine of the truck driver and the public health official will ensure compliance with the quarantine regime with the assistance of the Namibian Police. Where the truck owner is unable to quarantine the truck driver, the ministry must be notified in advance. The procedure for delivery of goods and services within the country is that the following take place at the exit checkpoint from a lockdown region, the truck driver produces a certificate of clearance issued by the Ministry of Industrialisation, Trade and SME Development, which is then inspected by the law enforcement and then public health official assesses the health status of the driver who then proceeds into another lockdown region where the clearance certificate is produced. For the delivery of goods and services within the country from a non-lockdown region into the lockdown region, the driver produces the certificate of clearance issued by the Industrialisation Ministry, law enforcement officers complete their inspection and the public health official assesses the health status of the driver who will then be allowed to proceed to the final destination.
