Drafters have unpacked the National Arts Fund of Namibia Act of 2005, Amendment Bill, which aims to enhance support for the arts, cultural expressions, and creative industries.

The primary purpose of the fund, as highlighted in the draft bill, is to promote and support the development of artistic and cultural creative industries while recognising artists’ contributions to society. 

The Fund seeks to enable creatives to earn a dignified livelihood, ensuring that artists can sustain themselves through their work.

The bill also reaffirms the Fund’s legal status as a juristic person. 

This allows the Fund to sue or be sued in its corporate name, as well as acquire and dispose of both movable and immovable property. 

It will operate much like a body corporate, with the capacity to perform all lawful acts necessary for its operations.

The Fund will improve access to arts, cultural facilities, and opportunities, particularly for socio-economically disadvantaged communities, by addressing disparities.

The consultations and deliberations are expected as the bill moves through the legislative process.
