Okahandja mayor Johannes ‘Congo’ Hindjou blames a handful of concerned residents for stalling the process of setting up the university. The concerned group’s argument at the time was that the building which Limkokwing University of Creative Technology intends to use is situated too close to a bar. Hindjou says the council rejects that argument on the grounds that the university would be operating with a certificate from the municipality and expected to adhere to by-laws.
