Twenty-six Omeya Golf and Residential Oasis households had their water supply suspended due to none payment with some owners owing as much as N$30 000. Disgruntled residents say they feel betrayed by the estate’s directors as they are now required to dig deep to pay for water which was supposed to be partly for free. Omeya is situated 45 km south of Windhoek. They say, according to their agreements, at least 30 cubic meters of water was supposed to be for free for every household. Windhoek Rural Constituency Councillor has now entered the fray to extinguish the fire between the developer and home owners. Documents seen by NBC News show that the Khomas Regional Council has demanded answers from the estate’s directors, Jacobus van der Walt and Gerhard de Wet, as to why they were charging residents for water which they are extracting from the ground without a permit. Regional Councilor Penina Inga Ita has disclosed that the estate only had a permit to extract water and not to sell it. Van der Walt is adamant they only charge for the expenses they incur to provide the water. Residents, mostly pensioners, indicated that they were initially attracted to the area due to the availability of 30 cubic meter ‘free’ water included in their levies. It also came to light that residents are being charged tariffs that are not approved by Cabinet. Residents say it is becoming difficult for them to pay inflated water bills on top of estate tariffs and paying off their mortgages. The estate directors, when contacted by NBC News, produced an extraction permit dated November 2018. But the Ministry of Agriculture Water and Forestry says there are plans to recall the permit as it was invalid and issued without the consent of the City of Windhoek. It was also issued at a time the Minister and Permanent Secretary (PS) were both on leave. There also seems to be a conflict of interest because the chairperson of the home owners association is appointed by the developer. Chairperson De Wet also serves as an accountant for the developer. Residents say he does not have the interests of the home owners at heart, an allegation he denies. De Wet said all he is doing was decided on at a general meeting with home owners and he is surprised they are not happy now. Ironically, omeya means water in Oshiwambo.
