An independent candidate, Erastus Kaulikufwa Mbumba, participating in the Otjiwarongo Constituency by-election, says he is the right candidate to take over as councillor and transform the area with the more active participation of the youth. He said this when he launched his manifesto at DRC informal settlement at Otjiwarongo.
