Environment and Tourism Minister Pohamba Shifeta has strongly defended the issuing of an environmental clearance certificate for the offshore mining of phosphate. Shifeta says all due processes were followed in accordance with the Environment Management Act, and that the mining activity would be restricted to a small area during the trial period.
