The United Peoples Movement (UPM) is advocating for the distribution of urban land to all Namibians when they turn 18. UPM was established in 2010 in Rehoboth in Hardap Region. The party took its campaign to Henties Bay in Erongo Region, where it denounced claims that it is Rehoboth-based. In his address, Vice-President Jan van Wyk said corruption and access to land are the top challenges the UPM hopes to address if voted into power in 2019 and 2020. He claimed that there are many citizens, who had been denied their constitutional right to own property, due to their inability to afford it. The UPM further accused local authorities of having failed to provide affordable land to the landless. Although it agrees that land should be availed to the landless, the UPM does not support calls for the expropriation of land without compensation.
