The Walvis Bay Municipality says property owners who do not develop their land are delaying the servicing of more land at the town. In many instances people buy land for speculative purposes to resell it at a huge profit, without developing it. The Municipality says by not developing their erf, they are indirectly depriving other residents to own land.
